Open Universities in IORA Member States


The Open Universities of Australiais Seven Australian-based universities, namely Curtin University of Technology, Griffith University, Macquarie University, Monash University, RMIT University, Swinburne University of Technology, University of South Australia control the ownership of. While the majority of enrolled students are based in Australia, courses are available to students globally. Most undergraduate courses offered have no first year entry requirements, and there are no quotas for most courses. The organization has approximately 170 qualifications available online, which are provided by Australian universities and other education providers.


TheBangladesh Open Universityis open for every citizen of Bangladesh staying anywhere in the world. This university provides education of international standard and is the only university in the country where people can continue with their education, job, business and domestic responsibilities. Dropouts, socioeconomically disadvantaged population and working people are the main target groups of the university. Women are especially encouraged to get admission into the programs of BOU by choice. BOU offers two types of programmes, formal and non-formal, in seven schools and a network of 12 regional resource Centres, 80 coordinating offices and 1,000 tutorial centres nationwide.


The Indira Gandhi National Open University known as the IGNOU is the largest university in the world with about 4,000,000 students. It was founded to impart education by means of distance and open education and to provide higher education opportunities particularly to the disadvantaged segments of society. It also encourages, coordinate and set standards for distance and open education in India and strengthen the human resources of India through education. The University also acts as a national resource centre, and serves to promote and maintain standards of distance education in India. IGNOU hosts the Secretariats of the SAARC Consortium on Open and Distance Learning (SACODiL) and the Global Mega Universities Network (GMUNET) initially supported by UNESCO. IGNOU currently serves approximately 3.5 million students in India, the headquarters, and 40 other countries abroad. The University has 21 schools and a network of 59 regional centres, 7 sub-regional centres, 2,600 study centres, and 52 overseas centres.

TheOpen University of Indonesianamely Universitas Terbuka is Indonesia's 45th state university and employs open and distance learning (ODL) system to widen access to higher education to all Indonesian citizens, including those who live in remote islands throughout the country as well as in various parts of the world. UT's focus is on educating people who for various reasons including lack of funding, rural isolation and full-time employment, do not have opportunity to attend conventional face-to-face higher education institutions.


ThePayame Noor Universityis an Open University with its headquarters based in Tehran with 31 provincial centers, 485 local study centers and campuses all around the country and one International Study Center located in the headquarters. The Open University offers Undergraduate, Post graduate and Ph.D Course.


TheOpen University of Malaysiais a private university owned by the Multimedia Technology Enhancement Operations (METEOR). The main campus is in Kuala Lumpur with 37 learning centres across the country. The entry to the Open University is non-restrictive and is applicable to adults who possess learning experience which can be assessed and matched against the learning outcomes of an academic course. Most international student of the Open University of Malaysia come from Singapore, Indonesia, Canada, Pakistan, Bangladesh, Sri Lanka, Maldives, Bahrain, Libya, Saudi Arabia, Qatar and Yemen, India.

TheAsia e University(AeU) is a dual-mode, collaborative multinational university set in Asia, under the auspices of 33 Asia Cooperation Dialogue (ACD) countries.


TheAfrican Virtual Universityis a Pan African Intergovernmental Organization established by a charter signed by 18 African countries with the mandate of significantly increasing access to quality higher education and training through the innovative use of information communication technologies. The greatest asset of the university is its ability to work across borders and language barriers in Anglophone, Francophone and Lusophone Africa. The University has developed and acquired significant experience in various areas since 1997.


TheOpen University of Mauritius(OU) is a national university in Mauritius set up by the laws of Mauritius and offers programmes of study leading to certificate, diploma, undergraduate and postgraduate degrees through the distance education. The Open University aims at delivering quality education to learners who are unable to be physically present on campus. With flexible study options, its prospective learners can study from home, work, or anywhere in the world, at a time that suits them and their lifestyle. It been founded to open up quality education to all, regardless of their socio-economic status, background, age, place of residence, race, colour and creed.


TheArab Open University - Oman branchaims at providing students with the necessary knowledge and skills to achieve a better future for themselves and their countries. The university pledge to provide all possible conditions and facilities  


The Singapore Institute of Managementwas selected by the Ministry of Education in 1992 to run the SIM Open University Centre (previously known as SIM-Open University Degree Programme) in Singapore. The Institute's commitment is reflected through its vital role in: developing human resources, assisting organisations to achieve effectiveness, providing a forum for the exchange of knowledge and access to research and information relevant to the changing economic landscape.

Sri Lanka

TheOpen University of Sri Lankais a national university in Sri Lanka which offers certificate, diploma, degree, postgraduate diploma and postgraduate degree through its four faculties and several divisions. Beside its main campus in Colombo, there are also 5 regional centres throughout Sri Lanka. The purpose of the Open University is to provide higher educational opportunities to working adults by providing them the road to success, surpassing age, vocation, gender, race, ethnicity and religion.

South Africa

The North-West Universityis recognised as one of the best-managed and most innovative universities in South Africa. The Unit for Open Distance Learning was established in 2012 to provide access to increasing numbers of students, to quality education programmes, by means of ongoing effective support and appropriate technology. Currently the Open Unit of the University provides service to 28 000 students, mainly from the Faculty of Education Sciences (teachers) but also to smaller number of students from Health Sciences (Nursing) and Theology.

The University of South Africais a dedicated open distance education institution. It has student-centred approach that gives students flexibility and choice over what, when, where, and how they learn, and provides them with extensive student support.


The Open University of Tanzaniais the first university in the whole of the East Africa region to offer educational programmes through Open and Distance Learning mode. It operates through a network of 30 Regional Centres and more than 70 Study Centres in Tanzania and abroad and offers both degree and non-degree programmes. The University has established several collaborations and links with local, regional and international organizations, associations, and institutions in order to address regional and global challenges. Educational delivery is attained through various means of communication.


TheSukhothai Thammathirat Open Universitywas the first Open University in Southeast Asia to use a distance teaching/learning system. Its courses are developed by course teams and then delivered to students through distance media. It makes quality higher education accessible to all, providing students with the freedom to study and interact according to their individual circumstances and locations.
