Virtual Open University
IORA Virtual Open
Human resource development is
recognized as a key requirement to enhance regional cooperation
within the Indian Ocean Rim region.
At the IORA Council of Ministers'
meeting in Gurgaon on 2 November 2012, H.E. Mr. Salman Khurshid had
in his address mooted the idea of an "Indian Ocean University". The
proposal was further developed to become an IORA Virtual Open
University (IORAVOU) to be hosted in Mauritius, connecting all open
universities of IORA Member States.
The proposed institute would have
as its objective to provide capacity building opportunities in
order to establish a competent human resources development base
which will facilitate effective interaction between Member States
to examine and address the developmental concerns of the Indian
Ocean region. However, it is proposed that the IORA Virtual
University in Mauritius will provide capacity building
opportunities in the six priority areas of the Association namely
Maritime Safety and Security, Trade and Investment Facilitation,
Fisheries Management, Disaster Risk Management, Academic, Science
& Technology, and Tourism & Cultural Exchanges.
A feasibility study is commissioned
to be carried out.
