Chair, Indian Ocean Studies

CIOS

The Chair in Indian Ocean Studies (CIOS) of IORA has been tasked with playing a leadership and catalytic role in fostering research activities and studies in fields of interest related to the Indian Ocean region. The role involves promoting and undertaking studies on regional integration groupings, the operation of the World Trade System including WTO, trade policies of developed and developing countries, South-South cooperation, and other relevant fields. This is to be done with a view to developing realistic programmes of cooperation among Member States. The Chair is also tasked with organising workshops and short-term training programmes on topics of regional and international significance for the benefit of top management in the public and private sectors.

Professor V.N.Attri is Chair, Indian Ocean Studies (CIOS), Indian Ocean Rim Association (IORA), University of Mauritius, Republic of Mauritius. He completed several national projects and has a vast experience of organizing International Conferences, workshops and training programs, innovative in creating new institutions.  His policy brief on "Brief for GSDR 2015 Sustainable Development and World Trade: The Contribution of International Environmental Regulations to Trade" has been accepted by over-crowding United Nations Global Sustainable Development Report, 2015 (chapter VII); actively engaged in developing academic linkages of IORA with United Nation institutions, WTO, The World Bank, and Universities/Institutions in Member States of IORA as well as in its Dialogue Partners.

Former Professor & Chairman & Former Senior Fellow, ICSSR (Ministry of Human Resource & Development, Govt. of India, New Delhi) in Department of Economics, Kurukshetra University Kurukshetra, Haryana, India. Currently engaged in research on "Trade and Financial Liberalization in Emerging Economies, inclusive growth and Women Empowerment in Developing Countries and Blue Economy. 

Throughout First Class first in all the university examinations from Pre University (Arts) to M.A. (Economics); Obtained Ph.D. in 1981 on the topic entitled "Foreign Trade and Economic Growth in India since 1947", from Kurukshetra University, Kurukshetra. Local Organizing secretary of 89th Annual Conference of Indian Economic Association (2006). Coordinator  Innovative Courses Kurukshetra University Kurukshetra (2008-2009); Specialized in Course designing in Economic Integration ; Coordinator, Special Assistance Programme (SAP) University Grants Commission, New Delhi, India (2007-2012); Co-Coordinator, State Development Report - Haryana sponsored by Planning Commission, Government of India, New Delhi, (2003-2007). Coordinator, WTO Cell, Kurukshetra University (2003- 2011). Member, Academic Councils; Selection Committees, Postgraduate Board of Studies of many universities and Institutions in India. 

'Visiting scholar' Department of Economics, University of California, Los Angles, CA, USA, for carrying Post Doctoral Research in International Economics (1985-86). 'Visitor'  The George Washington University, Washington, DC, USA, For carrying Post Doctoral Research in International Economics (1989-90), well trained in Economics of Reforms- especially trade-liberalization and financial-liberalization. 

Successfully supervised more than 30 M.Phil, and more than a dozen Doctoral level research candidates, published extensively in journal of national and international repute. Associated with a large number of institutes and organization in several important manifestations like University of Navada Los Vegas, USA, Asian Pacific Economic Forum (APEF)  South Korea and Australia;  Member of Think Tank and Honorary Senior Fellow, Asia Pacific Enterprise Development Research Institute, Hong Kong, Member, Western Economic Association, International USA., Life-Member, Indian Economic Association Mumbai;  Life-Member Indian Institute of Public Administration, New Delhi; chaired & organised several technical sessions in international conferences abroad; and National & International Conferences in India. Associated with several International Research Institutes and Organizations, including The World Bank, The George Washington  University, Washington D.C. and University of California, Los Angeles, USA; Have had a distinct academic and research career spread over more than four decades. 

Research Interests: International Trade and Finance, Methodology of Economics, Development Economics, Economic Theory (Micro and Macro), History of Economic Thoughts, Public Economics, Environmental Economics, and Economics of Reforms, WTO and Related Issues, international Environmental Regulations and Global Trade; currently engaged in research on Blue Economy, Energy Economics and Sustainable Development including climate change. 

His Spouse Dr Shashi Prabha has been Associate Professor at Haryana Education Department, India.   They have a son Abhishek and a daughter Manisha settled in USA.
