Indian Ocean Dialogue II

Future Directions International, in partnership with the Department of Foreign Affairs and Trade, the Indian Ocean Rim Association (IORA) and the Observer Research Foundation (ORF), will host the second Indian Ocean Dialogue in Perth on 5-7 September 2015. 

The 1.5 Track Dialogue will bring together officials, academics and other strategic thinkers from around the Indian Ocean Region to discuss the current and future strategic challenges and opportunities facing the region and will culminate in a "Perth Consensus", summarising the discussions and the key outcomes of the Dialogue. 

The Dialogue would be opened by the Hon. Julie Bishop MP, the Australian Minister for Foreign Affairs, and would focus on six sessions: 

  • Combating Transnational Crime
  • Maritime Security and Defence Cooperation
  • Regional Cooperation in Search and Rescue Operations
  • The Blue Economy as a Driver of Economic Growth
  • Countering Illegal Fishing
  • Humanitarian Assistance and Disaster Relief 


The initiative emerged from the 13th meeting of the Council of Ministers in Perth, Australia held in November 2013, where India's External Affairs Minister announced New Delhi's plans to host the first Indian Ocean Dialogue (IOD) which was successfully organised in Kochi, India, in September 2014. The "Kochi Consensus" was issued as the main outcome of the event.

Perth Consensus
